Notary Policies

Pinkline Legal Services provides traditional North Carolina notarial acts in accordance with Chapter 10B of the North Carolina General Statutes. These policies outline the standards, requirements, and limitations that apply to all notary services performed by Pinkline Legal.
1. Authorized Notarial Acts
Pinkline Legal Services performs traditional, in‑person notarial acts only, including:
Acknowledgments
Oaths / Affirmations
Jurats
Proofs / Verifications
Safe Deposit Box Inventory
Certification of Absentee Ballots (no charge)
No other notarial acts are offered.
Pinkline Legal Services does not provide legal advice, legal interpretation, or guidance on the legal effect of any document.
2. Identification Requirements
All signers must present valid, unexpired, government‑issued identification that contains a photo. Acceptable forms include:
North Carolina or out‑of‑state driver’s license
State‑issued identification card
United States passport
North Carolina does not permit the use of:
Military IDs
Birth certificates
Social Security cards
Employer or student IDs
Digital IDs not issued by a government agency
The name on the ID must reasonably match the name on the document.
3. Signer Requirements
To complete a notarization, the signer must:
Appear in person
Be mentally competent
Be willing and not under duress
Understand the document they are signing
Pinkline Legal Services may refuse service if these conditions are not met.
4. Document Requirements
Documents must be:
Complete and in final form
Free of blank signature lines or missing pages
In a language the signer understands
Pinkline Legal Services cannot notarize:
Incomplete documents
Documents with missing pages
Documents requiring legal interpretation
Documents the signer does not understand
5. Travel Fees
Mobile notary appointments include a mileage fee billed at the state‑approved rate of:
$0.72 per mile (round‑trip)
$10 minimum travel fee
$20–$40 after‑hours/weekend surcharge
Travel fees are non‑refundable once travel has begun.
6. Refusal of Service
Pinkline Legal Services may decline a notarization if:
Identification is insufficient
The signer appears coerced, confused, or unwilling
The document is incomplete
The request violates North Carolina notary law
7. Recordkeeping
Pinkline Legal Services may maintain a notary journal for documentation and security purposes. Journal entries may include:
Date and time of the notarial act
Type of notarial act performed
Identification presented
Signer’s name and signature
Document type
